The Metropolis of Lima proposed the district. Based on the Workforce and Small Enterprise Growth coordinator Amber Martin, the CED is outlined as a bounded space that features a mixture of leisure, retail, schooling, sporting, cultural or arts near procuring facilities, eating places and so forth.
